RESEARCH ON POWER CUSTOMER COMPREHENSIVE EVALUATION AND SERVICE STRATEGY BASED ON FUZZY THEORY AND TOPSIS IN OPENING ELECTRICITY MARKET3

ABSTRACT. With the continuous deepening of the reform of the power systems, the number of electricity sales entities has increased dramatically in China. Identifying customer value and achieving accurate marketing for high-value power customers is a top priority for these electricity sales entities. This paper analyses the traditional value and the emerging value of power customers in different phases of the electricity sales market. It establishes a comprehensive criteria system for a power customer value and selects 16 indicators to represent the power customer value. The technique for order of preference by similarity to an ideal solution, based on fuzzy theory, acquires the weight coefficients of the evaluation criteria. The Delphi method fully uses expert experience and eliminates individual factors. Through practical examples, this paper divides power customers into three categories: gold customers, silver customers and bronze customers. In addition, different service strategies proposed for different levels of customers in different maturities of the electricity sales market helps electricity sales entities increase operating income, reduce risks and achieve precision marketing.
