NEW REGULATION OF MARKETS WITH AN ELEMENT OF NATURAL MONOPOLY: THE POLISH EXPERIENCE

ABSTRACT. In contrast to the traditional theory of the regulation of markets with an element of natural monopoly, which focused on setting prices and production volumes, new regulation approaches propose reforms of various regulation institutions and the introduction of competition as a mechanism to correct, supplement, or replace the failure-prone mechanism of the state regulation. The article discusses the Polish experience of new regulation involving the use of auctions for the right to operate in a natural monopoly market and procompetitive regulation.
