METHODOLOGICAL ASPECTS OF MODERNIZATION OF PUBLIC FINANCE IN POLAND AS A COUNTRY OF YOUNG MARKET ECONOMY

ABSTRACT. Reforms of public finance are a very important area of research. Studies of public finance in Poland more and more frequently are focused on adaptation of achievements gained from international experience of countries of modern market economy. The aim of this article is to emphasize specificity of the Polish economy as specific in a country of young market economy. This specificity has to be considered under methodology of public finance reforms. To characterize a young market economy an appropriate panel of monetary - credit parameters and fiscal parameters have been used. Two parameters: proportion of credits for corporate sector in GDP and the value of revenue from privatization are particularly important. Studies covered period from 1992 to 2011. The results of the study show that parameters, which are discussed in this article has to constitute an important part of methodology referring to future reforms of public finance.
